The Louisville Village Board met for their regular September meeting last week at the village hall, just over a week later than the special meeting on August 29. Trustees approved the meeting agenda and past meeting minutes which included the regular meeting from August 11 and the special meeting on August 29. They also briefly discussed the police report prepared by the sheriff’s office, which in turn, led to a short reference to the Illinois Department of Transportation has approved the idea of installing a radar-equipped speed limit sign on North Route 45 on the north side of Louisville to get motorists to slow down as they enter the village. The board acted on several agenda items concerning spending proposals. First, the board voted to unanimously approve the $9,912 estimate presented by R & R Construction for brick work to be completed on the courthouse square. Next, the board approved the construction of replacement sidewalk at a cost of $15.63 per linear foot for 639 linear feet of sidewalk at a cost of about $10,000. Ron Williams with All Pro Electric returned before trustees to present an estimate for correcting electrical issues on the courthouse square at the various power poles and for Christmas lighting. Williams presented his plan at the special meeting on August 29 but was unable to present an estimate of the cost due to a lack of time. Williams reported it would take around $40,000 to correct all of the identified issues with the wiring and $19,000 on top of that to correct problems with the Christmas lights. Mayor Steven Miller and others balked at the high cost and ask for Williams to cut back on the project. He’s expected to submit a revived estimate on Friday (today). The board also acted to write-off $6,559 in uncollectible utility payments by former renters and other past customers of village utilities, which will allow the village to start fresh with its new software program without being weighed down by unpaid bills from back to 2015. Treasurer Andrea Moorman informed the board of a review of village policy by IRMF officials which failed to find specific language in how village IMRF funds are collected and distributed. Trustees approved two resolutions to be added to it’s IMRF Policy. The board approved a resolution to include cash payments related to health insurance as IMRF earnings. They also approved a second resolution to include Compensation Paid Under an Internal Revenue Code Section 125 Plan as IMRF Earnings. Trustees also went over proposed projects that would be funded by TIF funds, but took no action at this time with a special meeting planned later this month. It was also announced that Louisville Utility Bills have been mailed as of Wednesday but will not be due until September 20. Delays are the result of internal issues with the postal service. The meeting then adjourned.
46-year-old John M. Doyle, of Alma was sentenced Tuesday to almost 16 years in federal prison after he plead guilty to all counts from an indictment charging him with drug and weapons charges. Doyle was arrested in October of 2020 at his home in Alma following an investigation that lasted several months, led by the South Eastern Illinois Drug Task Force who used confidential buyers to purchase large quantities of methamphetamine. Agents of the drug task force, assisted by the US Marshals Service Fugitive Task Force and the Marion County Sheriff’s Department took Doyle into custody and executed a search warrant of Doyle’s residence locating additional controlled substances, ammunition, and a firearm. Doyle was sentenced in East St. Louis Federal Court to 188 months in prison on Counts 1, through 4 and 120 months on count five of the federal indictment to be served concurrently. He’ll also have to serve three-years parole at the end of his prison sentence.
A Carmi man was taken into custody after a complaint was signed against him for Disorderly Conduct. At around 9 am Thursday morning, an officer with the Carmi Police Department spoke with Trevor Nelson who said that 47 year old Donald E Stover was yelling and threatening harm to Nelson, Jordan Knight and other City of Carmi Employees. Stover was booked in the White County Jail where he is being held on $100 cash bond.
A vacant mobile home was destroyed by fire at 110 East 11th Street in Centralia Saturday afternoon. Centralia City Firefighters say the structure was fully engulfed upon their arrival. The Centralia Public Works Department eventually was called to bring a backhoe to knock in the weakened floor so firemen could get to the flames underneath. The cause of the fire has not been determined but is labeled as suspicious. The property had apparently been abandoned with taxes being purchased by an out-of-town corporation for the past few years. The Centralia Fire Protection District was called for mutual aid on the scene while Odin Firemen were called to the Centralia station in the event of another fire. The fire call came in at 3:16 Saturday afternoon with firemen on the scene for about two hours.
River stages as of this morning: the Little Wabash east of Fairfield stands at 5.96 feet, below the 17 ft. flood stage. Meanwhile, the Skillet Fork at Wayne City has a reading of 5.08 feet (flood stage is 15 ft.). The Little Wabash below Clay City is at 6.80 feet (flood stage is 18 ft.). Bonpas Creek at Browns reads 2.37 feet. The Little Wabash at Main Street in Carmi reads 3.85 feet, and the Wabash River at Mt. Carmel sits at 3.78 feet.
